Loney’s First 100 Days

Standing outside of City Hall, surrounded by supporters and with momentum building, Shaun Loney announced today that he is ready to lead the City of Winnipeg as its next Mayor. 

“There is no shortage of both persistent problems and new opportunities,” said Loney. “I’m excited to get Winnipeg moving in a positive direction.” 

Loney noted that in addition to increased concern about homelessness and public safety, Winnipeg families are feeling financial pain and anxiety.

“With the highest inflation rate in decades, lagging wages, increasing mortgage rates, near record high energy costs and a shortage of affordable housing, now is not the time for a large increase in taxes and levies for low-priority transportation mega-projects proposed by some of my opponents.”    

Shaun Loney outlined where he will concentrate his first 100 days after the October 26th civic election. A primary focus will be to convene stakeholders to begin reducing the demand on our overburdened emergency services and improve public safety and wellness. 

“Our emergency service providers are struggling to keep up and are asking for help. I'm looking forward to bringing fresh thinking and new tools that will allow them to get back on track,” said Loney.


GOALS FOR SHAUN’S FIRST 100 DAYS:

October 2022

  • Visit with Elder Mae Louise Campbell on October 27th for guidance and advice. 

  • Connect with the newly-elected City Councillors.

  • Meet with Mayor Bowman.

  • Begin working with senior civic administrators to ensure an orderly transition.

November 2022

  • Meet one-on-one with each Councillor for their views and priorities for both the whole city and the communities and neighbourhoods they represent.

  • Meet with Manitoba Premier to:

  • Begin a more frequent dialogue and new spirit of cooperation; plus

  • Discuss needed legislative changes to The City of Winnipeg Charter Act.

    • Select Executive Policy Committee.

    • Work with Council to prepare the 2023 Capital and Operating Budget Update for public review and input.

    • Lead inaugural public meeting of the new Council.

    • Meet with the leadership of the Winnipeg Police Service and Fire Paramedic Service to begin to modernize their relationships with non-profit organizations.

    • Meet with the families of Missing and Murdered Indigenous Women (MMIW).

    • Provide direction to Administration about:

      • expanding the mandate of Winnipeg Water and Waste to help Winnipeg families and businesses switch from natural gas heating to heat pumps using renewable, made-in-Manitoba electricity;

      • developing a Community Solar Action Plan and Zero Emission Electric Vehicle Strategy;

      • updating the civic Green Building Policy and noise guidelines and by-law;

      • establishing the Winnipeg Tree Trust; and

      • launching the Winnipeg Community Housing Land Trust. 

  • Convene meetings between Manitoba Health, Manitoba Justice and other provincial departments, non-profit organizations and foundations to develop new partnerships to reduce the demands for emergency services and costs for the health and justice systems.

December 2022

  • Appoint members of ‘Smart Tax Review Task Force’ to explore how to change the amount and way taxes are applied to make Winnipeg more competitive and sustainable.

  • Meet with Administration and Winnipeg Transit officials on implementation of MetroMobility.

  • Convene stakeholders on next steps to establish the Winnipeg Tree Trust and the Winnipeg Community Housing Land Trust. 

  • Meet with civic procurement officials about leveraging social enterprise opportunities and modernization of relationships between non-profit organizations and emergency services.

  • Meet with the arts and culture community to discuss distribution of increased funding to match City priorities.

  • Pass a motion mandating an independent, expert review of the cost-benefit analysis for proposed large capital projects.

  • Pass the 2023 Capital and Operating Budget capping property tax increase at 3.7% with no increase in the Frontage Levy.

January 2023

  • Prepare Memorandum of Understanding with Efficiency Manitoba to coordinate civic/provincial efforts and incentives to help Winnipeg homeowners, landlords and small businesses reduce near record high energy bills.

  • Establish a working group with Manitoba Hydro to plan a major expansion of public and private charging infrastructure to make it more practical for Winnipeggers to make the switch to electric vehicles.

  • Establish an advisory committee of local experts to provide guidance for implementing recommendations from the City of Winnipeg Community Energy Investment Roadmap.

  • Issue tender for ‘See Something, Say Something’ transit safety app to empower riders no later than July 2023.

  • Begin development of an implementation plan to expedite the introduction of Transit Peace Officers on city buses.   

  • Appoint a ‘Nightlife Mayor’. 

  • Host a two-day ‘Community Impact Investment Summit’.
